Cannot send Arf reports from spool

Description
Description of problem:
Reports in spool cannot be sent to the server, running smart-proxy-openscap-send has no effect.
How reproducible:
Always
Steps to Reproduce:
1. Make sure you have a report in spool on proxy
2. run smart-proxy-openscap-send
Actual results:
No report is uploaded to Foreman, the report remains in spool on proxy
Expected results:
Report is uploaded and removed from spool.
