As a user, I want the 'disconnected' setting to control the behavior interactions with the RH Portal

Description
- when the server is configured for 'disconnected', the manage subscriptions allocations feature should be disabled
- for example, if the user attempts to list, add, remove, edit subscription allocations, an error should be returned to the user indicating that the feature is not available in a disconnected environment
- when the server is configured for 'disconnected', the 'refresh manifest' should also be disabled
