Hammer plugin doesn't handle a server where the plugin is not installed

Description

When there is no resource (as happens when the client has a cache without the plugin enabled) the plugin can't be loaded.

https://github.com/theforeman/hammer_cli_foreman_remote_execution/blob/d022608253cfb72097130024b35cf6a7404cd771/lib/hammer_cli_foreman_remote_execution/job_invocation.rb#L7 is causing this.

This means after installation I always need to clean the cache before the plugin works.

The question if that's actually an issue? Until the cache is regenerated, we can't use other rex commands anyway, as hammer doesn't know about the options that it can use.
