Description

Migrations fail with 'StandardError: Directly inheriting from ActiveRecord::Migration is not supported. Please specify the Rails release the migration was written for:'. This is already fixed in master for some time and probably needs to be backported to the stable release

Observing the same.
It is impossible to use salt foreman integration with foreman 1.17
