Can't Create a Date Based Filter Without a Start and End Date

Description

I can't create a date based filter without setting a start and end date. If for example I want to set a filter that says "Exclude all errata starting on April 1, 2018".

Expected:
Should be able to save a filter without entering both like I could in the past.

Actual:
Save is disabled unless I choose start and end.
