strange behaviour after upgrade 1.16.1 in katello , virt-who is not reporting new machines

This a strange behaviour i starting notice after the upgrade of foreman 1.16.1 the virt-who service that report all the vm's on the vmware platform is report perfect the first time start the service but after that the report that virt-who send to foreman is looks like foreman doesn't care for example the virt-who detect 2 hypervisor and 9 machines when in reality is 10 machines , to fix this behavior i need everytime when provisioning a new vm i need to restart virt-who and it send the latest up to date machine to foreman and this one accept it because if i leave virt-who automatic send the update foreman is ignoring or don't take care about it

Mario, can you provide some production.log logs showing the virt-who checkins that foreman doesn't seem to care about?
