Description of problem: When the width of the browser window gets small enough that Org and Location buttons don't fit in the top bar, they get moved to the bottom bar.

However the ordering changes in the vertical menu. Instead of Organization being first, location is.

Steps to Reproduce:
1. Shrink browser width such that Org and Location buttons move to vertical menu

Actual results: Buttons in menu shown with Location first, then Org.

Expected results: Org first then Location.
