We also have location/organizations enabled on this site. This user has access to ALL locations and organizations as well.

Additionally, this same account actually has ALL role permissions except to delete hosts. The role is simply there as a admin role but remove delete permissions as a precaution. So, in theory this shouldn't be a permission setting that "exists" at least.
