When setting require_ssl: true in /etc/foreman/settings.yml the database seeding fails.

Steps to reproduce:

1. Install Foreman 1.17.1 via RPM/DEB package
2. Set require_ssl to true
3. Create a fresh MySQL database
4. Execute foreman-rake db:migrate
5. Execute foreman-rake db:seed

As a workaround I set require_ssl to true after db:migrate and db:seed.

I've tested this on RHEL 7.5 and Debian 8.

Might be related to https://projects.theforeman.org/issues/11284.
