Reproduce:
1. In an organization with no RH subscriptions added to the manifest
2. XUI -> Subscriptions -> Add subscriptions
3. Add one subscription of any quantity
Expected:
UI looks 'normal', nothing is cut off, no unnecessary scroll bars, etc.
Actual:

I think this might be happening because the table is only one record long, and the modal progress bar is positioned below the bottom of the one-row table. It seems to look fine with no scroll bars and nothing cut off if you have more than one RH subscription in that table.
