Description

I would like to the ignored_environments.yml moved from /usr/share/foreman/config to /etc/foreman (and being part of the package). This would make this feature more prominent and consistent to other configuration files.

overall, +1, but I would be even happier if we just move it to the DB instead of a configuration file...
