Can not set release version of a content host as non-administrative user

Description

As Administrator I can set the Release version of a content host, but as a user with edit permissions clicking on the field to edit it is only showing the spinner and "Working".

With the browser console I see a 404 for https://foreman.dm-drogeriemarkt.com/api/v2/hosts/5670/subscriptions/available_release_versions which shows me:

Found this in an environment using Foreman 1.15.4 and Katello 3.4.5, but I could reproduce it with my local demo with Foreman 1.17.1 and Katello 3.6.0 and a user with roles "Edit hosts" and "Register hosts".

The action_permission method does not handle all actions defined in the controller. That's why find_host does not find a host.
