1. Restore 6.3 db
2. Add satellite 6.4 repos
3. satellite-installer --scenario satellite --upgrade

Actual results: Upgrade failed at upgrade Step: set_upstream_pool_id showing
TypeError: no implicit conversion of String into Integer.

Expected results: Successful upgrade.
