Currently foreman_url is assoicated with @host which doesn't exist in a default.

I'm closing this as I think #11723 mostly fixed this.

  1. #11723 fixes foreman_url to handle a missing host
  2. #14232 fixes foreman_url to be accessible in safemode
  3. #7828 tracks making foreman_url return a base URL
