Change the link of the manifest to the new portal page

Description of problem:
The link to the portal from the manifest in the mange manifest modal is incorrect.
Old path: https://access.redhat.com/management/distributors//'UUID'
New Path: https://access.redhat.com/management/subscription_allocations/'UUID'

How reproducible:
Always
Steps to Reproduce:
1. Go to the subscriptions page
2. Click on the manage manifest button
3. Find the manifest name
4. Note the incorrect link
Actual results:
Link points to https://access.redhat.com/management/distributors//'UUID'
Expected results:
Link should point to https://access.redhat.com/management/subscription_allocations/'UUID'
