Description

The enabled_repos_report dnf plugin seems to only run as part of a transaction. This could cause a problem because it means that for errata applicability to be calculated a host has to first install some package after the plugin is installed.

It may be possible that we could use the config hook, which sub-man is also using: https://github.com/candlepin/subscription-manager/blob/master/src/dnf-plugins/subscription-manager.py#L58

we would just need to ensure ours is run after theirs.
