closedDon't pause on active jobs tasks
Description
Cloned from https://bugzilla.redhat.com/show_bug.cgi?id=1623151
Since the active jobs don't consist of multiple steps, there is no point in
pausing the jobs: the assumption is the job can be re-run later.
The reason for this chagne is to avoid 'paused' tasks comming from jobs, as
they would indicate there is admin interaction needed.
