closedservice restart does not work on Proxy

Description
On a Proxy 'service restart' is trying to setup hammer which is probably wrong.
We can not use hammer to query Proxy status and most likely this step does not bring us anything.
[root@capsule-6-4-compose-rhel7 ~]# foreman-maintain service restart Running preparation steps required to run the next scenarios ================================================================================ Setup hammer: [FAIL] undefined method `[]' for nil:NilClass -------------------------------------------------------------------------------- Scenario [preparation steps required to run the next scenarios] failed. The following steps ended up in failing state: [hammer-setup] Resolve the failed steps and rerun the command. In case the failures are false positives, use --whitelist="hammer-setup"
We should consider if it makes sense to allow the hammer feture on the Proxy and investigate what consequences it has on various tasks.
Expected behavior:
'foreman-maintain service restart' runs with no error on a proxy
