Description

Steps to Reproduce:
1. Create a Sync Plan from a machine which has GMT+5 timezone and the serer's timezone should be UTC.
2. Date and time should be mention in start date should have timezone details.

Closing this out. This may have been resolved as part of refactoring since 3.9. Will revisit if we hear about this in recent releases.
