Some default values not shown in Settings page tool tips

Description of problem:
When verifying bz 1498588 we found that some of defaults for settings are not shown in the mouseover tool tip.
Examples:
Default synced OS PXEGrub2 template
Default synced OS PXEGrub template
Default Repository download policy
There are probably more like this,
Version-Release number of selected component (if applicable): 6.4.0 snap 20
How reproducible: Always
Steps to Reproduce:
1. Go to Administer -> Settings
2. Mouse over setting like Content -> Default synced OS PXEGrub template
Actual results: Tooltip shows text "Value"
Expected results: Tooltip should include default value.
