Presentation of some Settings values are not consistent

Description of problem: There are multiple settings in the settings page that have an issue similar to these:

Provisioning -> Host owner, by default shows:
"select a owner" in the value column
"Host owner (Default: )" in the tool tip.

Ansible -> Default verbosity level by default shows:
"Disabled" in the value column
"Default verbosity level (Default: 0)" in the tool tip

There are probably more like this. These where just the ones I could find quickly.

Hello, in provisioning -> Host Owner, it is shown as "select an owner" though its default value is not set. But, from users point of View, it will be good to show it and also in Ansible -> Verbosity Level, the default value is 0 but if we show it as 0 in the value column, isn't it make any confusion whether it's actual value 0 or level 0? Because at each drop-down they have used some user understandable string instead of default values for user understanding.
