https://github.com/Katello/katello/commit/cdaa537a7b74b6aae2d2cf2df6d90f143fd63f17#diff-a084b794bc0759e7a6b77810e01874f2 added foreman/ as a pattern to ignore. This implies changes made to directories that have "foreman" in them will be ignored including

$ find . -name foreman -type d

./app/lib/actions/foreman
./app/lib/actions/katello/foreman
./app/views/foreman
./test/actions/foreman
./test/controllers/foreman
./test/models/foreman
