Discovery rule form fails silently if the taxonomy is not selected
Description
Whenever one tries to define a new discovery rule using web ui, he chooses a hostgroup. When user doesn't select the orgs and locs which are assigned to the chosen HG, the form won't save and fails silently.
one can only see the message in the prod log:
2018-10-01T11:03:49 [E|app|adbaa] Failed to save: Organizations Host group organizations Default Organization and Default Organization 2 must also be associated to the discovery rule
