Description

Users that have only a Viewer role can't edit subscription table columns and see it without any columns when they come to that page for the first time.

Steps to reproduce:
  1. Create a user with only a Viewer role
  2. Go to the Subscriptions page in an Org that has some subscriptions
  3. The table shows nothing but a column with check-boxes
  4. Selecting columns from the menu works but it's not persisted and goes away with a page reload

Expected results:
The default set of columns should be displayed when a "Viewer" comes to the page for the first time and custom table preferences should be persistent.
