As part of the process of leaving smart_proxy_ansible and foreman_ansible independent of foreman_ansible_core, there is one piece of foreman_ansible_core which has to remain in smart_proxy_ansible (nonSCL context), the Roles Reader.

This should mean simply removing the namespace ForemanAnsibleCore from RolesReader, and moving the test from the foreman_ansible repository to the smart_proxy_ansible repository.
