Katello docs specifies the wrong URL for EL6/EL7 Katello client (https://theforeman.org/plugins/katello/3.9/upgrade/clients.html)

It should be;
EL6 https://yum.theforeman.org/client/1.20/el6/x86_64/foreman-client-release.rpm
EL7 https://yum.theforeman.org/client/1.20/el7/x86_64/foreman-client-release.rpm
