Foreman/Cockpit integration - REX part

Description
This issue is for tracking the REX part of https://projects.theforeman.org/issues/25532
Specifically, the plan is that
- the REX plugin for Foreman gains a new API to expose SSH credentials to authorized callers
- the REX plugin for Smart Proxy gains a new API to run a interactive SSH session
- Status changed from New to Ready For Testing

Lets keep this issue just for the server part, and keep the proxy changes in separate issue, for better tracking

We decided to move as many parts of #25532 into the REX plugin itself. This includes the "Web Console" button, the redirect URL, and the Cockpit session starter glue.
This issue is only about /api/hosts/.../ssh_params, but I can't seem to find a way to change the title.
