Description of problem:
view_subscription filter does not allow subscriptions to be viewed

Version-Release number of selected component (if applicable):
Katello 3.10

How reproducible:
Always

Steps to Reproduce:
1. Create user role with filter Subscription --> view_subscriptions
2. Assign role to non-admin user
3. Login as that user
4. Navigate to Content --> Subscriptions

Actual results:
Subscriptions not visible to user and error shown "404 Not Found"

Expected results:
Subscriptions should be visible and without errors
