When there are no changes in ansible variables, user is presented with empty list and prompted to select variables to import, which is not user friendly and inconsistent with how roles are imported.

Steps to reproduce:
1) import ansible variables, select and confirm all changes
2) try to import variables again
3) you are presented with empty list of variables and 'Select the changes you want to realize in Foreman' header, even though there are no changes to be made

Expected results:
Toast notification saying there were no changes detected to have consistent behaviour with importing roles.
