Based on trial-and-error attempts at usage and associated discovery of apparent bugs (25902, 25903), it is unclear what functional purpose inheritance even serves for organizations and locations. The documentation could be greatly improved in this area; if it is intended to serve some purpose beyond strictly visual/administrative organization of content in the UI, then concrete examples of how to actually utilize it functionally are needed.
