foreman_scap_client no longer shows warnings for remote resources

Description
foreman_scap_client used to show warnings coming from oscap tool when running scan with profile that pointed to remote resources and --fetch-remote-resources was not used. This is no longer happening. The cause is that we switched from using backticks to Open3.popen.
Steps to reproduce:
1) run foreman_scap_client with 'Standard System Security Profile for Red Hat Enterprise Linux 7' profile on RHEL7 without fetching remote resources
2) there will be no warning
3) run a scan for the same profile using just oscap
4) there will be warnings
