Description

3: Actions::Candlepin::Owner::Import (success) [ 13.29s / 13.29s ]
5: Actions::Candlepin::Owner::ImportProducts (success) [ 193.50s / 193.50s ]

Steps to Reproduce:
1. get a manifest (will attach it)
2. try to import it.
3. normally, the import finishes under a minute

Actual results:
3-5 minute upload time

Expected results:
<1 minute upload time
