Description

In d091c93bbc19714af05b913d8f4d4812ad622e50 (part of 1.19) we rewrote the init script to a systemd service. This no longer restarts the passenger service. In our packaging macros we only have systemctl try-restart foreman.service so the passenger service wasn't restarted anymore.
