1.21 Locations/Organization migration should also update the relevant 'Puppet' settings

Description
When upgrading to 1.21, users without existing Locations/Organisations will automatically get a new 'Default Organisation' and 'Default Location'. Existing hosts will be moved to these.
But new hosts created via fact upload are still created without a location/organisation. This is because the 'puppet' settings `default_location` and `default_organization` are still 'empty'. When creating the new 'Default' Organisation/Location these settings should probably be migrated too. Perhaps having these settings 'empty' shouldn't even be allowed anymore?
