changing gpg key on a repository has no effect

Description
Removing a gpg key from a repository, doesnt' seem to be updating the 'content' object in candlepin:
1. create a repository with a gpg key
2. Edit the repository, remove the gpg key
3. on the client, run subscription-manager refresh and notice that the gpg key is still referenced in the redhat.repo file.
- Target version set to Katello Backlog
- Triaged changed from No to Yes
- Target version changed from Katello Backlog to Katello 3.12.0
- Target version changed from Katello 3.12.0 to Katello Backlog
- Assignee deleted (

removing this from the backlog, as this has sever consequences.
