Detect if variable default values changed in roles on proxy or in Foreman

Description

It would be nice if we could distinguish between cases when default value for Ansible variable is changed in role on proxy and in Foreman. When variable is updated in role, we would want that change to be suggested for update when importing variables from proxy. When default value is updated in Foreman, it was probably intentional and it shows that user is not interested in the default value from role - in that case, do not suggest variable for update.
