Description

VM should not create without user 'Password/SSH Key'

Steps to Reproduce:

1. Create a VM without 'Password/SSH Key'(Screen shot attached for reference).
2. After sometime check the VM over azure portal and foreman and it would show as created.

Actual result:

1.VM creates without 'Password/SSH Key'

Expected Result:

VM should not create without 'Password/SSH Key'.
