When yout set the permissions to:
- view_locations,create_locations,edit_locations,destroy_locations,assign_locations
- view_organizations, create_organizations, edit_organizations, destroy_organizations, assign_organizations

you can not select the location in the top drop down menu and it doesn't appear if you click on "manage locations"

But when you select your profile settings, you can select your location and set it.
Afterwards you can select the location in the top dropdown menu (and also see it in manage locations)
