Description

To reproduce
- Create user with 'Manager' role
- log in as user
- Create a sync plan
- Go to monitor > recurring logics
- can't see sync plan there
- log in as admin
- go to monitor > recurring logics
- can see sync plan there

Expected: User with manager role can see sync plans on recurring logics page, the manager role does include the permissions for foreman tasks/recurring logic: edit_recurring_logics, view_recurring_logics, create_recurring_logics, so this should allow them to see the page.

Found in dev environment
