TFTP proxy should not faill silently when media installation is not reachable

Description
Hello,
When smart-proxies do not reach media installation, they
create empty files in boot/ but there is no error / warning message
in Foreman's front UI.

Ok let's continue here.
Then I still would think an error message would be appropriate putting the build in "pause" or what have you?

I agree that we should display an error but I'm afraid there's no "pause" in Foreman's provisioning. Host is either in build or not build mode. Also if it would be in some "pause" state we'd need bulk "continue" action. I think this could be implemented if we eventually migrate orchestration to dynflow tasks. Btw what are your steps for fixing it when this happens and what is original cause of error that the image is not downloaded, is that wrong installation medium URL?
