openUpdating a repository always triggers pulp republishing

Description
Publishing a repository can take a long time (>1h). Also settings of a repository can only be updated one by one in the gui. So setting a second option before the triggered RegenerateMetadata task is finished does not work.
Can we just not republish a repository in app/lib/actions/pulp/repository/update.rb
?
Why is it there in the first place?
