Pulp3- Pass mirror option set to true by default for repository syncs.
Description
The mirror option for syncing is the default behavior we need as we want to remove old contents from the repository when we partially update the remote (URL/Whitelists etc) and re-sync the repository. We are not passing this parameter currently. Need to introduce this for syncs of all content types.
