Clicking the greyed out "Run Puppet" button gives a permission error

Permission denied
You are not authorized to perform this action.
Please request one of the required permissions listed below from a Foreman administrator:
puppetrun_hosts

This is very confusing to the user, I realize now that it is because puppetrun is disabled, but I don't see what that has to do with permissions.

I would suggest making the button unclickable if you want to avoid users getting to this error message, or having another way of telling them this requires puppetrun (I see it now in a pop-up tool tip)
