Description

The present day capsule syncing does not pass "mirroring" options while syncing content from master.

We'd need to add flag similar to https://github.com/Katello/katello/pull/8224/files#diff-105a32d12c8ae7819f5e715998d47cb5R163 to the sync_mirror method in https://github.com/Katello/katello/blob/master/app/services/katello/pulp3/repository.rb .
