Duplicate Pulp 3 Docker repos with same upstream url cause tag import issues
Description
Pulp 3 tags are not being imported correctly. In Pulp 3, if multiple Docker repos are synced with the same remote, they will share the same tags. Katello is expecting there to be new tags for each new repo in Pulp, which is causing tags to go missing in the DB.
