Description

Steps to reproduce:

1) install an environment with pulp3 with the file plugin
2) In the rails console, remove the file plugin from your smart proxy's capabilities to simulate the file plugin not being there
3) create a file repo

note that the file repo is created in pulp3, but it should be created in pulp2
