Description of problem:

Content View filter is not working as expected.

How reproducible:

Every time creating an exclude filter.

Steps to Reproduce:
1. Create a Content View.
2. Create a Filter to exclude RPM.
3. Publish the new version, package count remains the same.

Actual results:

- Packages are not getting filtered.

Expected results:

- CV filter should exclude the packages marked.

Additional info:

CV name- CV1

Applied exclude filter to exclude 3 packages, the total package count still remains the same.

Fixes #27738 - View matching content for CV filter rule

Currently, it is difficult to know what packages a content view package filter rule will match until you
publish a Content View. This commit adds the ability to see matching content for a filter rule in the API
and in the UI.
