Description of problem:

Running rex actions on host collections fails.

How reproducible:

Steps to Reproduce:
1. Add hosts to a Host Collection
2. Make sure hosts are properly subscribed and have access to a package you want to install
3. Navigate Host Collections > TestHC and select "Package Installation, Removal, and Update"
4. Try to "Install" a package and select "via Remote Execution"

Actual results:

error is displayed.

Oops, we're sorry but something went wrong No hosts have been specified.

Clicking the Back button takes me to the Overview page, not the Host Collection page.

Expected results:

Command works or gives more accurate error and useful error message
