Wrong timezone conversions in sync plans

Description

When creating a new sync plan below the Start Time fields there is the note

The time the sync should happen in your current time zone.

What actually happens though is that for example entering 8:00 pm on a machine set to CEST, the sync actually is started at 6:00 pm local time.

This looks like the time entry is actually UTC and not local time as the note suggests.

The sync plans should use either UTC or local time consistently
