package_manager feature is not well accessible outside of definitions scope

Description
There are some challenges in the way (cross-feature dependencies, loading order) when we need to use Features outside of definitions i.e. in `confine` blocks or in `lib/`. It turned out that the new package_manager feature is needed outside definitions and therefore it needs to be moved to the lib/.
